The District maintains a Level II delegation with the Department of Environmental Protection to handle Pennsylvania’s Title 25 Chapter
102 program. This chapter details issues dealing with erosion and sedimentation control for earthmoving activities and Post Construction
Stormwater Management (PCSM). The District reviews Erosion and Sedimentation (E&S) Control Plans for permitted (NPDES) and non-permitted
earthmoving sites.
The duties delegated to the District include determining adequacy to meet regulatory requirements, education/technical
assistance and compliance inspection. Permitted sites are inspected on a regular basis; while non-permitted sites are inspected
only on a complaint basis.

In addition to program’s duties, the District also comments on E&S
plans submitted during the application process for mining activities. (Please note that E&S plans for mining operations are kept
on file during the application process in the District’s office and are available for public review. We as a District reserve the
