Stormwater has come to the forefront of environmental issues. Stormwater may be managed as a resource, or when mismanaged worsen flooding
and cause property damage.
From a regulatory standpoint, the Commonwealth views stormwater management as a municipal issue.
ACT 167, know as the Stormwater Management Act outlines the regulatory framework for Counties to develop Stormwater Management Plans
and Ordinances. The District’s NPDES permitting program per Title 25 Chapter 102 requires applicants to look at their stormwater management
when a site is developed. These regulatory requirements are complementary to one another.
